Japan's Ministry of Land, Infrastructure, Transport and Tourism (MLIT) has announced new regulations for the use of electric scooters, which will come into effect from July 1, 2023. These regulations are intended to enhance safety and reduce the risk of accidents involving electric scooters.

Under the new regulations, electric scooters will be classified as "powered personal mobility devices" (PPMD) and will be subject to the following requirements:
Electric scooters must be registered with the local government and display a registration plate.
Users of electric scooters must be at least 16 years of age and hold a valid driver's license or a special license for PPMD users.
Electric scooters must be equipped with lights, reflectors, and a horn.
Electric scooters must be used on sidewalks or bike lanes, and not on public roads.
The maximum speed of electric scooters is limited to 15 km/h on sidewalks and 20 km/h on bike lanes.
Users of electric scooters must wear helmets.

These regulations are in line with similar measures that have been implemented in other countries, such as the United States and the European Union. The MLIT expects that these regulations will help to reduce the number of accidents involving electric scooters and improve the overall safety of Japanese roads.

In addition to the aforementioned regulations, the MLIT is also considering introducing a new type of insurance for electric scooter users. This insurance would cover the costs of any injuries or damages caused by an electric scooter accident. The MLIT is currently in discussions with insurance companies to develop this new type of insurance.

The new regulations for electric scooters in Japan are a significant step towards improving safety and reducing the risk of accidents. These regulations will help to ensure that electric scooters are used in a safe and responsible manner.
